On October 4, 2023, the RESTORE Council voted to approve the 2024 Update to the Comprehensive Plan Commitment and Planning Support FPL (2024 CPS FPL), an update to the 2017 CPS FPL, after a 30-day public comment period. This action adds $350,000/yr per member for 5 years in additional funding, or a total of $1.75M per member. This action also updated the reporting schedule from semi-annual to annual.
On January 24, 2018, the RESTORE Council voted to approve the Final 2017 Funded Priorities List: Comprehensive Plan Commitment and Planning Support (2017 CPS FPL) in accordance with the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf States Act of 2012 (RESTORE Act). A major challenge to Gulf-wide ecosystem restoration is coordinating efforts within each state, among Council members, among stakeholders, and across the Gulf restoration efforts. In approving the 2017 CPS FPL, the Council provides the opportunity for its members to receive the necessary funds to enhance collaboration, coordination, public engagement and use of best available science in developing and selecting restoration projects. These awards will support the Council’s commitment to a coordinated approach to planning, prioritizing, and implementing ecosystem restoration as outlined in the Comprehensive Plan Update 2016: Restoring the Gulf Coast’s Ecosystem and Economy. Ultimately, this will allow the Council to increase its effectiveness in meeting the requirements of the RESTORE Act Council-Selected Restoration Component. The Council believes that investing time and resources for these purposes can ensure the efficient use of Gulf Restoration funds resulting from the Deepwater Horizon oil spill.
Council members will build upon existing restoration collaboration partnerships to identify and prioritize projects and programs for future funding under the Council-Selected Restoration Component. Council Members will undertake planning and collaboration activities over the five-year period of these awards to meet the near-term need to develop proposals for the next FPL, while setting the foundation for long-term restoration success. The Council will review the effectiveness of these awards at year four and consider whether extending planning and commitment support funding beyond the five-year period is needed to continue to meet the Comprehensive Plan commitments.
Per the RESTORE Act, only RESTORE Council members were able to apply for Council-Selected Restoration Component funds. The Council members include the governors of the five Gulf states (Alabama, Florida, Louisiana, Mississippi and Texas), and the heads of six federal departments (the Secretaries of the U.S. Departments of Agriculture, the Army, Commerce, Homeland Security and the Interior, and the Administrator of the U.S. Environmental Protection Agency).
As part of finalizing the 2017 CPS FPL, the Council considered all public comments and developed the Draft 2017 Funded Priorities List: Comprehensive Plan Commitment and Planning Support Response to Public Comments.
2017 CPS FPL Amendment Approved:
The Gulf Coast Ecosystem Restoration Council (Council) sought public comment on a proposed amendment of the 2017 CPS FPL to provide one year of staffing for the maintenance of the Gulf of Mexico Long-Term Monitoring Network Inventory (Monitoring Inventory) database and web services. Before voting on whether to approve funding, the Council published the FPL amendment for a 15-day public comment period beginning on Wednesday, June 17, 2020 and concluding at 11:59 pm (CST) on Thursday, July 2, 2020. As a result of the public comment period, the Council staff has released the Response to Comments, which contains all comments received. On July 22, 2020, the Council voted to approve the 2017 CPS FPL Amendment.
