Funded Priorities List 3a Proposals and Reviews

The Gulf Coast Ecosystem Restoration Council (RESTORE Council) is releasing the Funded Priorities List (FPL) 3a proposals, their reviews, and responses to reviews as part of developing the proposed first phase of the RESTORE Council’s FPL 3. Pursuant to the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies Act of the Gulf Coast States of 2012 (RESTORE Act), the Council administers funding for Gulf ecosystem restoration. Through the Council-Selected Restoration Component or “Bucket 2”, the Council approves projects and programs for funding through development of FPLs.

In October 2019, the Council solicited two project proposals for potential funding under Bucket 2 in the first phase of FPL 3, referred to as FPL 3a. The Council will seek public comment as it considers two ecosystem projects as the potential first phase of FPL 3. In the second phase, FPL 3b, the Council would consider restoration projects and programs that address additional ecosystem needs in Texas, Mississippi, Florida, and Alabama, along with regional and Gulf-wide proposals.

In developing the proposed FPL 3a, the Council adhered to the FPL process it has previously committed to, particularly as it relates to use of the best available science (BAS), public engagement and transparency, and the Council’s recently finalized Planning Framework. Louisiana and Alabama submitted project proposals that were developed according to the Council’s Proposal Submission Guidelines and Review Process. The two large-scale proposals under consideration are the River Reintroduction into the Maurepas Swamp in Louisiana, and Perdido River Land Conservation and Habitat Enhancement in Alabama. They were then reviewed, responses to the reviews were developed, and the proposals were revised as appropriate. The revised proposals and the package for each proposal containing the revised proposal, any associated letters of support, the reviews, responses to reviewer comments, and the original proposals are available on www.restorethegulf.gov, for transparency. The public is encouraged to view these proposals in advance of the Council releasing the draft FPL 3a for public comment and review scheduled from December 9, 2019 - January 10, 2020.
