Florida Planning State Expenditure Plan (PSEP)
On May 21, 2015, the Council Chair, the U.S. Department of Commerce, approved the Florida Planning State Expenditure Plan (PSEP). This PSEP provides $4,851,525 to the Gulf Consortium to support planning activities needed to develop the State Expenditure Plan. The Federal Award ID Number for this grant is GNTSP16FL0021.
States can use up to 5% of their Bucket 3 allocations for planning activities needed to develop their respective SEPs. To access these planning funds, the state must first have an approved Planning SEP. Upon approval of a SEP or Planning SEP, the state then applies to the RESTORE Council for grants for activities in the approved plan.
Florida Stand-Up State Expenditure Plan (SEP)
On April 23, 2018, the Council Chair, the U.S. Environmental Protection Agency (EPA), approved the Gulf Consortium: Stand-Up SEP for Florida. The Florida Stand-Up SEP provides $215,412.35 in Spill Impact Component funding to support coastal restoration activities. These funds establish, or “stand up”, the financial and managerial structure necessary for implementation of projects included in the Florida SEP. The Federal Award ID Number for this grant is GNTSP19FL0077.
Florida SEP
On September 27, 2018, the Council Chair, the U.S. Environmental Protection Agency (EPA), approved the Florida State Expenditure Plan (SEP). This SEP provides $291,180,000 in Spill Impact Component funding to support 69 projects spread across 23 coastal counties, including efforts to restore water quality and habitat, revitalize the Gulf economy, promote tourism, and replenish living coastal and marine resources.
Florida SEP Amendments
States amend SEPs to increase funding for projects or programs in existing SEPs, remove or change the scope of projects or programs under a SEP, and/or add new activities to the SEP. States submit SEP amendments for approval by the Council Chair. Below are amendments to the Florida SEP:
